Quality Choices for Early Childhood Education and Child Care in Lincoln Parish

CCAP (Child Care Assistance Program)

*Are you responsible for paying child care costs for a child under 13, or a disabled child under 18, who lives with you?
*Do you, your spouse, and any other parents of children who live in your home, work or attend an educational or training program? If not participating in one or a combination of these activities, do these persons receive disability income?
*Is your household’s monthly gross earned income (before any deductions from paycheck) and unearned income less than the amount listed below for your household size?

If you answered YES to all of the above questions, you may be eligible for child care assistance.

Apply online for the Child Care Assistance and other Cash-Assistance programs.

If you do not want to submit your application online, you may print out the paper application, along with instructions, and submit it at any Economic Stability Parish Office or you can call 1.888.LAHELPU (1.888.524.3578) for assistance.
 

EARLY STEPS

Does your infant or toddler aged birth to three years (36 months) have a medical condition likely to results in a developmental delay, or have a developmental delay?

If you answered YES to the above question, you may be eligible for EarlySteps. EarlySteps services are designed to improve the family’s capacity to enhance their child’s development. These services are provided in the child’s natural environment, such as the child’s home, child care or any other community setting. Anyone can make an EarlySteps referral, even the family. Children can be referred to EarlySteps by contacting this agency: Early Steps, 1863 Avenue of America, Monroe, LA 71201 318.322.4788

Once the referral is received, the family will be contacted to begin the eligibility determination process.

HEAD START

*Do you have a child that will be 3-years-old by September 30 or a child that will be 4-years old by September 30?
*Is your family’s income at or below the federal poverty level?

If you answered YES to all of the above questions, you may be eligible for Head Start. Eligibility is determined by local program staff. Programs may enroll some children from families whose incomes are higher than the federal poverty level if they meet other eligibility requirements. Families with circumstances such as homelessness, children in foster care, or receiving TANF or SSI may also qualify for services. Because many programs offer services to families that may qualify them under other local criteria, we strongly recommend you contact the program in your community for more information and guidance. Contact the agency below to see if you qualify for Head Start:

NSECD (Nonpublic School Early Childhood Development Progam)

*Is your family’s income at or below the federal poverty level?

If you answered YES to all of the above questions, you may be eligible for the NSECD Program. The Nonpublic Schools Early Childhood Development Program provides low-income families the opportunity to attend state-approved private preschools and child care centers. Families with circumstances such as homelessness, using English as a second language, or having a child with a documented disability may also qualify for services.

PUBLIC SCHOOL PROGRAMS

*Is your family’s income at or below the federal poverty level?


If you answered YES to all of the above questions, you may be eligible for one of Louisiana’s public school system early childhood programs. (Low income is not a requirement for attendance.) Louisiana’s has multiple publicly-funded preschool programs that provide low-income families the opportunity to attend preschool in public school settings. Families with circumstances such as homelessness, using English as a second language, or having a child with a documented disability may also qualify for services.


Children who do not qualify for public funds may still be elgible to attend public school PreK programs at no charge.
